So, I'm gonna buy my first army next month and I really like the look of Eldar, but I was thinking maybe it'd be in my best interest to start out with an army I can learn the rules fully with and also ive heard Eldar isnt the best to start with

Space Marines and Necron are said to be the most newbie friendly armies to begin with, but I think any army is going to be difficult if you don't pick the one which matches your playing style. If you're used to fighting with guerrilla tactics, even Dark Eldar won't seem that tough once you grasp the game rules. Picking the wrong army is like wanting to charge the enemy but using Tau, it's something you won't achieve a victory from. Pick the army that suits your tactical style best, but also an army which you have some interest in story-wise.
