With EVO done and dusted, the event has paved a path to an updated tier list for SSF4. There are some major changes in character rankings in this new one, with some very surprising results. A shame to see my Dudley being considered such a weak character, but it makes it all the more amusing when I rape people with him.

Man don't get me started, she is Dudley's WORST match-up. Chun Li has a dominant counter to every single normal Dudley can put out, she is a nightmare for Dudley players like myself. Being a natural counter to Dudley isn't why she's top tier of course, I think it's mostly to do with the fact that her new ultra is really good. In fact, ultras seem to be a big factor in tier lists since Honda has also risen significantly in the list because his new ultra is a grab that only has a single start-up frame, meaning it's impossible to escape unless you were already jumping.

Chun li will always have great normals, she is the character that can shift to offensive and defensive playstyles better than most of the cast in all her games.
She had great normals in ST
She had EPIC normals in 3S
She has sick ass normals in SSFIV
she has the BEST ALL AROUND GAME in all games.
and Mustafa is right her new ultra is great and it rivals her low forward xx SUPER ART II from third strike. All people need to do is just fish with footsies waiting for one cr lk/cr mk xx lightning legs opportunity and they are sold.
#EDIT: Also this gives me alot of jokes in that tier list the fact that Dan is better than Makoto and Hakan that is epic.
